but still i believe that there must be some rules to regulate media.

The media is given the status of a de facto pillar of state in most stable western democracies. The reason its status has not been formalized to the extent of the executive, parliament and judiciary is because the basis of modern political practice was formalized before the advent of mass communications especially the electronic media
